Oh man... those encounters. 🤦‍♂️ I'd rather not relive them (there are quite a few crazy/spicy examples 😂), but to keep it general, I would address them right then and there and just tell them that their behavior is extremely rude and unacceptable and why.

Usually, when they realize that being a complete jackass to an innocent person actually has consequences, they usually just stammer and stutter and backpedal because they realize they're actually getting into hot water.
